Casey Jones, Jury-Rig Justiciar is a Commander card through and through — the free-equip-on-sacrifice loop needs a critical mass of artifacts and a reason to sacrifice them repeatedly, which 100-card singleton shells can support in ways 60-card formats rarely sustain. In Constructed formats like Modern and Pioneer it's too slow and too dependent on board state to see competitive play.
