In Commander, Cascade Seer earns its seat in high-spell-velocity decks where you've already cast three or four spells before landing it — at that point a scry 4 or 5 on a creature body is genuinely strong setup for the following turn. Outside of that context, five mana for conditional card selection is too slow for a format where the competition for five-drops is steep. In Pauper, the common slot at five mana is crowded with more immediately impactful options, and the scry payoff rarely materializes without dedicated spell-chaining support. Legacy and Vintage move too fast for Cascade Seer to matter. Pioneer and Modern lack the critical mass of cheap cantrips to make the scry count reliably high.
