Carrion Howler is strictly a Commander card — in Legacy, Modern, and Vintage it's far too slow and underpowered to compete with the threats those formats deploy on turns one and two. In Commander, it occupies a narrow but real role: life-loss synergy decks want repeatable, on-demand ways to spend life, and Carrion Howler provides that on a body that can actually threaten combat. Outside of dedicated life-loss strategies, it's too parasitic to run.
