In Commander, Carrion Cruiser is a Greasefang, Okiba Boss card first and a standalone vehicle second — its 17% inclusion rate in that archetype tells the whole story. Outside of that specific shell, a vanilla 4/3 flyer for four with a crew cost isn't competing for space in most 99s.
