Carnelian Orb of Dragonkind does two things on the board: it taps for red mana and gives the next Dragon you cast haste, which in any Dragon tribal deck means your threats are live the turn they land. The cost is that it only accelerates toward Dragons specifically, so outside tribal it's a worse Fire Diamond — run it in Lathliss, Dragon Queen and don't look back.

Carnelian Orb of Dragonkind is legal everywhere but earns its slot almost exclusively in Commander, where Dragon tribal is a fully developed archetype with enough payoffs to justify a narrow mana rock. In 60-card formats like Modern and Pioneer, two mana for a conditional haste enabler that also taps for one red is simply too slow and too parasitic — you'd never run it over a signet or a free-roll piece. Pauper has its own efficient common rocks that outclass it on rate. Commander is the right home, and even there it's a tribal-only proposition: if your deck isn't casting multiple Dragons per game, cut it for something unconditional.
