Capricious Efreet is a 6-mana 6/4 that destroys a nonland permanent at your upkeep — but the target is chosen at random among one you control, one an opponent controls, and one another opponent controls, so you're gambling every turn you keep it alive. Run it when you can rig the odds by controlling the pool of your own targets, otherwise the chaos is working against you as often as for you.

Capricious Efreet is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it sees essentially no play outside Commander. In Legacy and Vintage the competition at six mana is brutal and a symmetric-ish random effect doesn't come close to cutting it. Commander is its natural home because the three-player targeting structure maps neatly onto a multiplayer table — one permanent you control, one each from two opponents — and politics or token fodder let you load the 'your permanent' slot with something disposable. In Oathbreaker it's technically playable but the lower player counts shrink the upside considerably.
