Canopy Tactician is Commander-exclusive in practice — Elf tribal is an EDH archetype, not a competitive-format strategy, and a three-mana 3/3 with a conditional mana ability goes nowhere near Modern or Pioneer Elf lists that want Elvish Archdruid and Collected Company. It's legal in Legacy and Vintage but irrelevant there for the same reason: those formats demand efficiency Canopy Tactician doesn't offer.
