Cannibalize removes two creatures for two mana — one exiled, one stripped down to a vanilla body — but it only works if you control a creature of the same type as at least one target, which in most decks is a genuine constraint. In Horobi, Death's Wail builds the restriction barely matters, since targeting anything kills it outright, making this a two-for-one that costs less than a Doom Blade.

In Commander, Cannibalize is a narrow role-player — the tribal clause locks it into decks with dense creature-type overlap or a Horobi, Death's Wail engine where the restriction dissolves entirely. In Pauper it's legal but rarely sees play, outcompeted by cleaner removal that doesn't demand a matching creature on your side. Legacy and Vintage have access to far more efficient interaction, so Cannibalize never shows up in serious lists there.
