In Commander, Candles of Leng is a fringe inclusion — legal but rarely correct, because two mana per activation competes with far stronger repeatable draw engines in blue. Legacy and Vintage have the raw power level to make even marginal artifacts theoretically interesting, but Candles of Leng has never found a home there; the effect is too slow and too easy for opponents to neutralize by simply guessing right.
