Callous Inspector enters as a 1/2 and grows itself — each time an opponent casts a spell from anywhere other than their hand, it picks up a +1/+1 counter and draws you a card. In Commander, Callous Inspector earns its slot in any deck that wants to punish storm, cascade, or graveyard-cast strategies — the trigger fires once per qualifying cast, so a single opponent resolving a cascade chain can net you two or three cards. Outside Commander, the card sees essentially no competitive play; Standard and Pioneer lack the density of non-hand casts to make it consistent, and Modern and Legacy have far more efficient two-drops.
