Commander is where Cabal Interrogator does its best work, specifically in discard-focused shells where you can activate it multiple times across a long game to grind opponents out of resources. Three opponents means three targets, which turns the card's incremental pressure into a genuine arc of attrition over several turns. In Legacy and Vintage, faster formats with stronger discard options available at instant speed make it a poor choice — Cabal Interrogator simply can't compete with one-mana hand disruption that doesn't require tapping a creature. Oathbreaker is a theoretical home if your planeswalker and signature spell support a discard gameplan, but the card pool is narrow enough that stronger options usually exist.
