Commander is the only competitive home for Cabal Executioner. In a multiplayer format where opponents stockpile creatures and sacrifice synergies are a whole archetype, the repeated trigger has genuine value — especially in aristocrats shells or alongside Thantis, the Warweaver-style forced-combat strategies where damage landing is guaranteed. Legacy and Vintage are legal but irrelevant; a five-mana 2/2 with no immediate board impact doesn't come close to the efficiency bar in those formats. Outside of Commander, Cabal Executioner is a non-factor.
