Cabal Conditioning is a Commander card through and through — the multiplayer table is what makes a mass discard effect worth seven mana, since hitting three opponents at once multiplies the value in a way one-on-one formats never can. In Legacy and Vintage it's technically legal but has no competitive home; faster, cheaper discard like Hymn to Tourach or Grief does the job without requiring a board full of Swamps. Oathbreaker offers the same multiplayer upside as Commander on a smaller scale, and a Liliana planeswalker at the helm can push the Swamp count high enough for Cabal Conditioning to be genuinely threatening.
