Cabal Conditioning makes every opponent discard cards equal to the number of Swamps you control — in a dedicated mono-black or Swamp-heavy shell, that's a full hand-wipe across the table for seven mana. The payoff is real, but the cost is steep: you need a critical mass of basic Swamps in play before this outperforms a cheaper, targeted discard spell.

Cabal Conditioning is a Commander card through and through — the multiplayer table is what makes a mass discard effect worth seven mana, since hitting three opponents at once multiplies the value in a way one-on-one formats never can. In Legacy and Vintage it's technically legal but has no competitive home; faster, cheaper discard like Hymn to Tourach or Grief does the job without requiring a board full of Swamps.
