Byway Barterer is a Commander card through and through — a three-mana 2/2 that replaces itself with a Treasure is fine value in a 100-card singleton format where consistency is hard, but it's far too slow and low-impact for Modern, Pioneer, or Legacy, where the bar for three-drop creatures is a body that pressures the board immediately. In Standard it's technically playable in sacrifice or Treasure synergy shells, but better options typically exist at the same slot.
