In Commander, Burrowing Razormaw fits cleanly into Simic or Golgari decks built around +1/+1 counter synergies — Jinnie Fay, Jetmir's Second or Skullbriar, the Walking Grave both use the redistribution effect well. Outside Commander, Burrowing Razormaw is legal in Pauper, where two-mana creatures live or die by their rate, and moving a counter for free on ETB is genuinely useful in counter-heavy commons shells.
