Burrog Barrage is legal everywhere but earns real consideration only in Commander, where Frog tribal shells can reliably inflate the creature count high enough to make the damage relevant. In competitive 60-card formats — Modern, Pioneer, Standard — tribal burn at this rate can't compete with unconditional removal or direct damage spells that don't require a board state to function. Pauper has the same problem: the card asks too much setup for a format that rewards efficiency. Stick to Commander, and only if Frogs are the plan.
