Burning-Tree Vandal is a two-mana 2/2 that loots whenever you cast a spell with two or more colors — free card filtering stapled to a body you'd already run in multicolor-heavy decks. The cost is that it does nothing in mono-color shells and never goes above rate; it's a value piece, not a threat.

In Commander, Burning-Tree Vandal earns its slot in multicolor-spell-dense builds — Niv-Mizzet Reborn, Ramos, Dragon Engine, and similar commanders that reward casting gold cards will trigger it constantly, turning surplus lands into live draws. Pauper is where it has seen the most constructed attention, fitting into Gruul or multicolor tempo shells that chain two-color spells and want the loot effect to find action. In Modern and Pioneer the competition at two mana is steep enough that Burning-Tree Vandal rarely makes the cut outside of niche multicolor aggro brews. Legacy and Vintage have no practical interest in it.

$0.06 bulk tier
At $0.06, Burning-Tree Vandal is deep bulk — you're picking up playsets out of a dollar bin, not tracking it on a buylist. It won't appreciate; buy as many copies as you need and don't think about it again.
