In Commander, Burning Prophet is a role-player, not a headliner — it slots into Izzet spellslinger decks that need redundancy on their filtering and can use the body as an incidental attacker after a few spell triggers. Pauper is where it sees the most focused competitive attention, fitting into Izzet Faeries and similar tempo shells that want cheap, persistent card selection. In Modern and Pioneer it's simply outclassed — there are faster, more impactful two-drops that don't require a dedicated noncreature-spell density to function. Legacy and Vintage don't want a 1/3 body at any price when the available cantrips cost less and don't need board space.
