The card selection is real, and it pairs with blink engines like Deadeye Navigator to loop the loot repeatedly, which is where it stops being a draft filler and starts being a combo enabler.

Burdened Aerialist is a Pauper-legal common, and that's its best home — low-to-the-ground blue decks that want card selection on a flying body will actually use it. In Commander, it only earns a slot in dedicated blink or +1/+1 counter strategies where the enters-the-battlefield trigger is something you're actively abusing. Legacy and Vintage are non-starters; the card is too slow and too low-impact for those formats. Oathbreaker is the same story as Commander: playable if your gameplan loops it, forgettable otherwise.
