Bull Rush sees essentially no competitive play in any format where it's legal. In Commander, a one-mana instant that pumps one creature once and leaves no permanent value is too low-impact to justify a slot — you're better served by equipment or anthem effects that scale across multiple combats. In Pauper it competes with a deep pool of cheap red pump spells and rarely makes the cut outside of extremely aggressive one-drop-heavy lists where trample on a large attacker occasionally matters. Legacy and Vintage have no reason to run it.
