Builder's Bane hits every artifact on the board and deals damage to each opponent equal to the number it destroys — the bigger the artifact count at the table, the bigger the payoff. It costs X plus two red, so you control the floor, but in a Commander pod full of mana rocks, this regularly reads as a five-plus-damage board wipe for artifacts.

In Commander, Builder's Bane earns its slot in any red deck that wants artifact hate with a damage rider — the average pod runs enough mana rocks that you'll almost always get value beyond simple destruction. Pauper is the other format worth noting, where cheap artifacts are common enough that a scalable sweeper at common rarity fills a real gap.
