In Commander, Builder's Bane earns its slot in any red deck that wants artifact hate with a damage rider — the average pod runs enough mana rocks that you'll almost always get value beyond simple destruction. Pauper is the other format worth noting, where cheap artifacts are common enough that a scalable sweeper at common rarity fills a real gap. Legacy and Vintage both have access to it, but faster, more surgical options crowd it out entirely in those formats. Oathbreaker follows the same logic as Commander: artifact-heavy metas reward it, spike-free metas don't.
