Brutalizer Exarch is a Commander card through and through — six mana is a reasonable curve-topper in a format where games go long and a tutor stapled to a 3/3 body is worth the slot. In Legacy, Modern, and Vintage it's unplayable on rate; nothing at six mana with no immediate protection survives in those formats, and cheaper tutors dominate. Oathbreaker shares enough of Commander's slower texture that the card is at least conceivable, but the lower starting life total punishes do-nothing six-drops unless the tutor line wins immediately.
