In Commander, Brokers Initiate is fringe at best — a 1/4 with ward 1 doesn't threaten anything and most tables are past caring about ground stalls by turn two. Pauper is where Brokers Initiate is most plausible, since the format's aggressive decks run plenty of two-power creatures that brick into a 1/4 all day; the ward 1 tax also stacks up against cheap removal in that format's removal suite.
