Brimstone Vandal is a Commander card through and through — the multiplayer damage clause hits every opponent simultaneously, so each tap is worth three or four times what it would be in a duel. In 1v1 formats like Legacy, Modern, or Pioneer, a single point of damage per tap on a fragile 1/3 body is simply too slow to matter. Pauper is the one non-Commander format where it could theoretically slot into a red creature-tap shell, but the competition at three mana is stiff and the payoff rarely justifies the slot. Play Brimstone Vandal in Commander or not at all.
