Bounty of Skemfar is a Commander card through and through — the Elf token is only meaningful in a tribal shell, and those live almost exclusively in Commander. It's legal in Legacy and Vintage but sees no real play there; three mana for a tapped land and a 1/1 doesn't clear the bar in formats where every resource counts on a tighter curve. In Commander, Bounty of Skemfar earns its slot specifically in Elf-tribal lists that want density of bodies and ramp simultaneously — outside that context it's too low-impact for a 99-card slot.
