Run it only if you have a specific reason to sacrifice artifacts or need the absolute floor on mana fixing, and even then, better options exist at every price point.

Boros Locket is legal in Commander, Pauper, Pioneer, Modern, Legacy, Vintage, and Oathbreaker, but competitive play in any of those formats has no use for it. In Commander, the relevant question is whether the fixing and late-game card draw justify a three-mana slot, and the answer is almost always no — Arcane Signet, Talisman of Conviction, and even Worn Powerstone offer better returns. Pauper is the one context where budget constraints could push someone toward Boros Locket, but even there, the Lockets compete poorly against cheaper commons. Everywhere else, it simply doesn't show up.
