Boreal Outrider is a Commander card through and through — the payoff compounds across a long game with many snow creatures, and multiplayer gives you the time to build a board that snowballs. In competitive 1v1 formats like Legacy and Modern, a 2/3 for three mana that does nothing on resolution is too slow and too narrow; snow synergy lacks the critical mass in those formats to justify the slot.
