Boneclad Necromancer is a Commander card through and through — the format's longer games and graveyard-heavy tables make the ETB reanimation reliably valuable, and Zombie tribal has enough critical mass to justify the five-mana slot. In Pauper it's legal but competes in a format where efficiency is everything and five mana is a steep ask for a conditional reanimation effect.
