In Pauper, Bone Splinters is a real card — one-mana removal is scarce at common, and sacrifice-based black decks use it alongside recursive creatures to make the cost nearly free. Modern and Pioneer have enough cheap unconditional removal at instant speed that sorcery-speed with a built-in sacrifice cost rarely makes the cut outside dedicated sacrifice shells. In Commander, Bone Splinters earns its slot only in decks that already want to sacrifice creatures for value; in a generic black deck, you're giving up card parity to remove one threat at sorcery speed, and that's a losing trade at a 100-card table.
