Commander is where Bone Shredder earns its slot — specifically in black sacrifice and recursion shells where the ETB trigger can be looped. Outside of those engines, three mana for a one-time kill spell on a 1/1 body is too slow and conditional to compete with unconditional removal in Legacy or Vintage, where it's legal but essentially unplayed. The nonartifact nonblack restriction is the ceiling; in a format like Commander full of Commanders that happen to be black, Bone Shredder can miss the most important target in a game.
