Bone Flute costs three mana to play and one mana each turn to tap for a -1/-0 effect on all creatures — a drain on resources for an effect that rarely decides games. It belongs in narrow tap-down or pillow-fort builds and almost nowhere else.

In Commander, Bone Flute sees essentially no play — a three-mana artifact that requires additional investment every turn to shrink power is too slow and too marginal in a format where boards fill with 5/5s and larger. Pauper is the only format where Bone Flute might find a theoretical home, since the common card pool makes incremental power reduction more meaningful, but even there dedicated fog and removal effects outclass it. Legacy and Vintage have it on the legal list by default, but no competitive shell has ever wanted it.
