The ceiling is high when you're looping Scholar of the Ages or dropping a titan into an empty board, but five mana at sorcery speed means you're not running this in every black deck, only the ones that care about a specific target.

Commander is where Bond of Revival lives — graveyard strategies are endemic to the format, targets are enormous, and five mana is trivially reachable by mid-game. The haste clause matters most here, since a reanimated threat that can't attack until your next turn is just a removal magnet. In Legacy, Pioneer, and Modern, dedicated reanimation decks have cheaper and more redundant options, so Bond of Revival rarely makes the cut over Reanimate or Persist. Vintage is legal but irrelevant — the card is too slow for that environment.
