Bond of Flourishing costs three mana to scry 3 and gain 3 life — the life is incidental, and the scry is the whole point. It's a fine inclusion in permanents-matter and enchantress builds, but most green decks want Cultivate or a cantrip that actually draws a card instead.

In Commander, Bond of Flourishing earns its slot almost exclusively in enchantress decks where commanders like Sythis, Harvest's Hand or Tuvasa the Sunlit convert every enchantment into a draw trigger, turning a three-mana scry 3 into a cantrip with upside. Outside that shell, green has better options at the same cost and it shouldn't make the cut. In competitive formats like Legacy, Modern, or Pioneer, Bond of Flourishing is too slow and too low-impact — scry 3 at sorcery speed for three mana doesn't do enough in formats where the game is often decided by turn three or four.
