Bombard trades instant-speed removal for the requirement that the target has flying — a real constraint that cuts out roughly half the creatures you want to kill. It's fine filler in early-collection red decks, but any list with access to Lightning Bolt, Abrade, or Searing Grasp has no reason to run it.
Format Analysis
Where it lives, where it can’t

In Commander, Bombard sits below the baseline — the format is full of non-flying threats, and four mana for a conditional kill spell is a slot better spent on something like Chaos Warp or Shattering Spree. Pauper is where Bombard is most defensible, since the common card pool narrows the competition and fliers are a real win condition worth answering on a budget. Everywhere else — Standard, Pioneer, Modern — Bombard is outclassed by cheaper, unconditional red removal and won't see competitive play.

Price Context
Current price
$0.04 bulk tier
At $0.04, Bombard is bulk in the truest sense — you're not buying it, you're finding it at the bottom of a trade binder. Price is stable because demand is negligible; don't expect movement in either direction.
