Bomb Squad is a slow, political damage engine — it threatens 4 damage to any target every turn cycle, but only if opponents let the fuse counters accumulate undisturbed. The four-mana 1/1 body with a four-turn clock is asking a lot, and any bounce or removal resets the whole process.

Commander is where Bomb Squad has any real home, and even there it's a niche pick — multiplayer tables give you more targets and more political leverage, which is the only environment where a slow-burning 1/1 can survive long enough to matter. Legacy and Vintage are legal on paper, but a four-mana do-nothing creature that requires four upkeeps to fire has no place in those formats. Bomb Squad belongs exclusively in Commander shells that protect it or exploit the fuse-counter mechanic deliberately.
