Boldwyr Aggressor is a Commander card first and almost exclusively — the forced-block mechanic is most disruptive in a multiplayer context where opponents have diverse, high-value creatures worth threatening. In Legacy, Modern, and Pioneer, a seven-mana creature with no enters-the-battlefield effect and no protection simply doesn't compete with what those formats are doing by turn four or five. Standard could theoretically support it in a slower midrange shell, but there's no realistic reason to build around it there when cheaper creatures do more. Commander, and specifically combat-centric or Giants-tribal builds, is where Boldwyr Aggressor earns its slot.
