In Commander, Bold Impaler is fringe at best — a 1/1 that needs mana investment to trade with anything relevant isn't where you want to be in a 100-card, four-player format. Pauper is its most plausible home, where aggressive red commons can actually close games and first strike on a one-drop has real combat relevance. In Modern and Pioneer it's outclassed by one-drops with immediate impact and no activation cost. Legacy and Vintage don't want it. Bold Impaler is a Pauper card that occasionally shows up in Commander vampire lists when the tribal count demands bodies.
