Bog Raiders is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but legality and playability are different things. In Commander, swampwalk is nearly useless unless you're forcing Swamps onto opponents with something like Urborg, Tomb of Yawgmoth — and even then, a 2/2 for three is not a threat worth building around.
