In Commander, Bog Badger earns its slot in go-wide token strategies where granting menace to ten or more creatures in a single attack step creates a math problem opponents can't solve cleanly. Outside Commander, it's a fringe combat trick in Pauper black aggro, where the common slot is contested but the effect is occasionally worth a sideboard look against creature-heavy decks. In Modern and Pioneer, the bar for a three-mana-equivalent flash-less sorcery effect is too high — Bog Badger won't see play there. Legacy and Vintage ignore it entirely.
