Blue Mana Battery lets you bank excess blue mana across turns and spend it in one burst — useful in theory, but a three-mana artifact that produces no immediate value and requires multiple activations to break even is too slow for almost every Commander table. There are faster, cleaner ways to generate mana that don't ask you to wait.

Blue Mana Battery is legal in Commander, Legacy, Vintage, and Oathbreaker, but it sees essentially no play in any of them. In Commander, slow mana acceleration is punished by the pace of the format — by the time the Battery has stored enough counters to matter, opponents have already deployed threats that demand an answer. In Legacy and Vintage, the card is simply outclassed: those formats have access to fast mana that produces results immediately, and a three-mana do-nothing artifact never makes the cut. Oathbreaker's smaller life totals and faster game pace make the Battery even less appealing there.
