It earns its slot only in decks that specifically reward life gain or landfall triggers, and even then it's competing against cheaper options.

Blossom Prancer is a Commander card through and through — the flexibility between life gain and land ramp is most meaningful in a 40-life, singleton format where redundancy is hard to come by. In Modern or Legacy, five mana for a 3/3 with a modal enters-the-battlefield effect doesn't come close to the efficiency bar those formats demand. Pioneer is the same story: the effect isn't bad, the rate just is. Stick to Commander, and specifically to decks that can double-dip on both modes, like Aesi, Tyrant of Gyre Strait or Lathiel, the Bounteous Dawn shells.
