Bloodthirsty Ogre turns any targeting effect into a removal spell — pair it with Horobi, Death's Wail and every cantrip or pump spell kills a creature for free. Outside that specific shell, a 3/1 that demands three counter investments to become a repeatable sacrifice outlet is too slow to justify the slot.

Bloodthirsty Ogre sees virtually no play in Legacy, Modern, or Vintage — formats where a three-mana 3/1 with a slow build-up ability can't compete with the raw efficiency on offer. Commander is the only realistic home, and even there Bloodthirsty Ogre is a niche include rather than a staple.
