Blood Seeker is a Commander card through and through — in a four-player game, its trigger fires against three opponents simultaneously, multiplying its value in a way no 1v1 format can replicate. In Pauper it's legal but rarely played, since two-mana do-nothing-until-opponents-act is too slow for the format's aggressive and combo-oriented metagame.
