Blood Seeker is a Commander card through and through — in a four-player game, its trigger fires against three opponents simultaneously, multiplying its value in a way no 1v1 format can replicate. In Pauper it's legal but rarely played, since two-mana do-nothing-until-opponents-act is too slow for the format's aggressive and combo-oriented metagame. Legacy and Vintage give it access to the card pool but no real reason to run it; those formats end too quickly for a passive drain creature to matter. Commander is where the math works: the more creatures opponents play, the harder it is to ignore the cumulative loss, and in a 40-life format that slow bleed is a real clock.
