In 60-card formats like Modern or Pioneer, it's too slow and too small to compete; a 2/2 for two that conditionally makes Blood tokens isn't closing out games or surviving the removal gauntlet. Standard is legal but the same critique applies — Blood Hustler is a support piece, not a threat, and constructed formats demand threats.
