Blizzard Elemental is legal in Commander, Legacy, Vintage, and Oathbreaker, but competitive Legacy and Vintage don't want a seven-mana do-nothing-until-your-next-turn creature. Commander is the only format where it sees any real play, and even there it sits in the niche of big-blue-elemental tribal or tap-abuse strategies — the kind of deck that cheats it into play or protects it long enough to use the tap ability. Outside of dedicated synergy builds, seven mana for a creature with no immediate impact is a tough sell in any format.
