Blinkmoth Well taps down any artifact — including an opponent's Darksteel Forge or winter orb-style hate piece — at the cost of a land that produces no mana. In Commander, Blinkmoth Well occupies a narrow anti-artifact role: it answers the one artifact causing you the most grief without requiring a spell slot, and it can do it every turn if you don't need the mana. Legacy and Vintage have faster, more efficient disruption available and virtually no shells that want a colorless tap-land with no mana output, so it sees no meaningful play there. Modern is similarly uninterested — the format moves too fast to afford a land that contributes nothing to your mana base.
