In Commander, Blinkmoth Well occupies a narrow anti-artifact role: it answers the one artifact causing you the most grief without requiring a spell slot, and it can do it every turn if you don't need the mana. Legacy and Vintage have faster, more efficient disruption available and virtually no shells that want a colorless tap-land with no mana output, so it sees no meaningful play there. Modern is similarly uninterested — the format moves too fast to afford a land that contributes nothing to your mana base. Commander is the only format where its repeatable, no-cost-per-activation effect earns a serious look, specifically in artifact-heavy metas or stax builds that can afford the tempo loss.
