Blessed Reincarnation exiles a creature you don't own and replaces it with a random one from its owner's deck — repeatable with rebound on the second cast. Four mana for a one-sided removal spell that also cantrips off the top of an opponent's library is a real rate, and the rebound means you get a second trigger for free the following upkeep.

Blessed Reincarnation is a Commander card — the format's multiplayer nature means you're almost always hitting a threatening creature someone else controls, and the rebound trigger is easy to set up because you're rarely under pressure on your upkeep. In Legacy, Modern, and Pioneer it's too slow and too random to compete with targeted exile at two or three mana, where card quality and speed define playability. Vintage has no use for it. Oathbreaker follows the same logic as Commander: it can do work in a pinch, but the card pool is small enough that cheaper, more precise answers are usually available.
