Blessed Breath protects a creature from one color until end of turn and replaces itself — the cantrip is the whole reason to run it. A one-mana instant that draws a card and saves a key creature from targeted removal is a clean rate, even if the protection effect is narrow.

In Commander, Blessed Breath is a niche include: saving your general from a removal spell while replacing itself is real value, but most Commander tables run enough board wipes and colorless removal that a single-color protection window disappoints. In Pauper, where targeted removal is dominant and tempo matters, Blessed Breath sees occasional play in white creature decks that can't afford to lose a key piece. Legacy and Vintage have better cantrips and better protection suites, so Blessed Breath doesn't register competitively in either format.
