In competitive 60-card formats like Modern or Pioneer, two mana for a passive one-damage-per-spell effect is nowhere near rate; dedicated burn and combo decks have faster, cleaner closers. Pauper is the one non-Commander format where a cheap recurring drain piece could theoretically slot into a spell-heavy shell, but the effect is still too slow to compete with that format's efficient threats.
