The cost is a four-mana 2/4 body that does nothing until you start casting, so it rewards decks already built around spells rather than enabling them from scratch.

In Commander, Biblioplex Tomekeeper slots naturally into Izzet and spellslinger builds where the Treasure output compounds quickly over a long game — it isn't a fast-mana piece, but it pays you back across several turns of spell casting. In competitive 60-card formats like Modern and Pioneer, four mana for a reactive trigger engine is too slow to see serious play; the effect doesn't justify the rate when faster payoffs exist. Standard is the most plausible competitive home if a dedicated spells deck emerges around it, but it currently sits at the fringe of that conversation. Pauper rewards efficient, repeatable value, and a four-mana uncommon that needs a critical mass of instants and sorceries to fire is a tough sell in that format's lean, proactive metagame.
